Seminar – Breaking the Cycle of Violations: Reforming Judiciaries as Prevention

While it is a truism that the rule of law is closely linked with transitional justice, the question of how to build complementarity in practice remains unclear. The UN Special Rapporteur on transitional justice issues, Pablo de Greiff, has promoted cooperation across fields of practice to develop practical policy advice on how to promote reconciliation in transitional settings. His most recent reports on preventing recurrences of mass violations have highlighted judicial reform as a crucial measure. Working in the MENA Region where judiciaries were frequently co-opted by authoritarian regimes, ILAC and its members have supported judicial reform in precisely this spirit. By highlighting both the challenges and opportunities of judicial reform in transitional settings, ILAC, its members and partners can contribute to policies to prevent violations through instilling the rule of law.
