Summary

In late 2001, UNTAET and the Second Transitional Government of Timor-Leste invited the International Legal Assistance Consortium (ILAC) send an international team of experts to advise upon the implementation of five priority judicial/legal areas within the overall task of establishing a working system of justice.

ILAC observed several issues, including a general lack of resources, both human and material, throughout Timor-Leste. As well as, the lack of common language to perform effective. Adding to a lack of direct communication between key officials, managers and line representatives.

Based on these findings, ILAC provides recommendations in the report.
