Shane Quinn

Shane Quinn is the Director of Programmes at ILAC. He has over fifteen years’ experience working in development cooperation, rule of law and governance. He has a broad remit and has worked in depth on rule of law and public administration reform processes in the MENA region and Eastern Europe and previous to this, as a lead advisor on conflict prevention programming in Somalia, Sudan and DR Congo. In addition, he has previously led the Swedish government participation in the Eastern Partnership Platform on Good Governance, Democracy and Stability with a focus on the Panel for Public Administration. He has also worked as a lecturer in development studies at Uppsala Universityand has conducted a range of different field missions with NGOs, government agencies and research institutions. He has a multi-disciplinary background and holds a Masters in Peace and Conflict studies from Uppsala University in Sweden as well as a Masters in History from the National University of Ireland. His publications include Responsive and Responsible: Politically Smart Rule of Law Reform in Conflict and Fragile States (FBA 2016), and Civil Society and Peacebuilding: a Critical Assessment (2010): Lynne Rienner Publishers.
